DURING ITS FIRST FEW YEARS OF ITS EXISTENCE, WE ARE HAPPY TO REPORT THAT 43 NEW MEMBERS HAVE JOINED THE CENTRAL BUSINESS DISTRICT FOUNDATION (CBDF). IT IS INTERESTING TO NOTE THAT THE PROPER TECHNICAL TERM FOR MEMBERS ARE FOUNDERS! THE CBDF IS A PUBLIC PRIVATE PARTNERSHIP SET UP BY GOVERNMENT AND THE PRIVATE SECTOR TO OVERSEE THE DEVELOPMENT OF THE AREA AND AMONGST OTHERS, IS RESPONSIBLE AND FINANCES THE UPKEEP OF THE ROADS AND PAVEMENTS, PARK AND RIDE SCHEME, WASTE COLLECTION AND DAILY ENFORCEMENT THROUGH THE SERVICES OF 2 POLICE OFFICERS WHO PATROL THE AREA.
Our Founders range from large enterprises which employ more than 250 employees, medium sized enterprises which employ from 50 to 250 employees, small enterprises which employ more than 10 but less than 50 employees as well as micro enterprises which employ less than 10 people. It is noted that our members represent a good cross-section of the enterprises working within the CBDF. In addition to these individual members, the Chamber of SMEs which is also a member of our Board, collectively represents more than 200 operators within the CBD.
It is of interest to note that there are over 8oo enterprises operating within the footprint of this area and these enterprises in turn employ more than 18,000 employees. It is therefore evident that there is indeed room for the Foundation to increase its numbers. At present the endowment scheme is also being reviewed to reflect the tremendous increase in enterprises working within the CBDF in the last few years.
The benefits of membership include being able to vote in the AGM and be eligible for election to the Board; be informed of preferential and discounted parking spaces when these are available for your employees as well as to be included in a number of projects which are planned for the coming years by the Foundation. Last but not least, membership provides a direct line to a small but efficient team that are ready to assist and support in every aspect of operations within the CBD.

We would like to again take this opportunity to inform all operators within the Central Business District that clusters of CCTV cameras which are being monitored by LESA, have been installed in Triq l-Esportaturi, Triq San Gwakkin and Triq is-Salib ta’ l-Imriehel. Whilst the primary objective of these cameras is to serve as a deterrent for illegal dumping of waste, traffic violations are also being surveyed. Another 3 clusters of CCTV cameras will be installed in a further 3 locations later this year, to continue to assist in our fight against illegal dumping. The problem of illegal dumping of waste not only creates an eyesore in the area but is also a health hazard contributing to potential infestations. In this respect, you are kindly being referred to the attached leaflet which was distributed last year regarding the National new waste regulations and collections introduced in 2023.
All operators are reminded that daily waste collection commences at approximately 3pm and that the regulations clearly state that waste cannot be taken out more than 4 hours before collection and definitely not after it has been collected.

Since May 2022, over 3,000 temporary permits for works done within the CBD started to be issued online by the CBDF on behalf of the Birkirkara and Qormi Local Councils. After a meeting with the new superintendent of Police for the locality, it was agreed that a new system be introduced whereby the approval of the Police for temporary permits be valid for the whole month for multiple applications instead of having to apply each time during the month in question for each temporary activity.
We hope that this small, yet useful change will result in less inconvenience and use of time for the operator. However, it is still required to apply via the online system for a temporary permit for each circumstance. The change is related only to the police no objection application.
