Changes to the deed of the Foundation

On the 5th May 2017, the Founders of The Mriehel Enterprise Zone Foundation AGREED amendments TO the Statute.

The main amendments introduced to the statute are:

The name of the Foundation was changed to “The Central Business District Foundation”. The zone for which the Foundation is responsible is now referred to as the Central Business District and this zone excludes the residential areas of Qormi and Sta Venera.

The powers of the Foundation have been extended to allow it to:

• engage contractors or third parties to carry out or achieve its responsibilities provided that, the engagement of these contractors falls within the procurement policy and guidelines adopted by the Foundation;
• enter into any agreement in connection with the Foundation’s objects and activities, with any legal entity; and
• enhance the value of its assets and reputation. The approval process of accepting new founders has been simplified. Scheme rules may now be issued by the Board of Administrators and new
  endowments may be accepted by the Board of Administrators in accordance with the requirements outlined in the Scheme Rules

Waste Management Pilot Project

Although some very important trends are being observed in the way operators dispose of their waste, there are a number of operational challenges that have to be addressed before a tender for waste management in the area is awarded.

Some of these challenges include:

• Operators still dispose of their waste outside collection hours. This is irresponsible as this waste will then accumulate for a whole week before being collected.
• A lot of bulky refuse is being disposed. This cannot be collected using a normal refuse collection vehicle. Consequently, separate trucks are needed to collect the various fractions of waste and this comes at a significant additional cost.
• Operators need to understand that the disposal of waste forms part of their operational costs. Free service is barely appreciated. A pay-as-youthrow scheme needs to be discussed in detail with the various operators as soon as a better understanding of the tonnages of waste disposed is achieved.

Traffic Management Survey

Presently Transport Malta is undergoing a holistic data collection survey of the entire new Mriehel area related to the existing traffic management setup. Road signs and line markings are lacking in some locations. This creates adverse conditions to the operators, entities, etc which make use or render a service in the area.

The objective of Transport Malta is to assist The Central Business District Foundation to reorganise the traffic management setup by providing its suggestions, which then are reviewed by both entities for consideration and implementation.
